Key project results and achievements
Background and Objectives
The Polar Regions are sentinels of climate change and human resilience, serving as a crucial hub for international cooperation in research and environmental protection. The IPCC Special Report on the Ocean and Cryosphere in a Changing Climate has highlighted the profound effects of climate change on these regions and their inhabitants. Moreover, the climatic shifts occurring in the Arctic and Antarctic have significant repercussions on global weather patterns. Decision-makers require robust, evidence-based information to understand these changes and implement effective policies.
The EU-PolarNet project, funded by the EU’s Horizon 2020 programme, has been a cornerstone in strengthening European polar research. Through two phases—EU-PolarNet 1 (2015–2020) and EU-PolarNet 2 (2020–2024)—the initiative has fostered collaboration, ensured policy relevance, and reinforced Europe’s leadership in polar science.
The primary goal of EU-PolarNet 2 was to strengthen and sustain European coordination of polar research by creating a structured, long-term platform that facilitates transdisciplinary collaboration. Specifically, the project aimed to:
- Develop a robust European Polar Research Coordination Framework to align research efforts across European nations and with international partners.
- Engage stakeholders and rightsholders, including Indigenous communities, policymakers, and industry representatives, to ensure research is societally relevant and policy-driven.
- Identify and promote transnational and transdisciplinary research priorities to generate new knowledge that contributes to international climate and environmental agreements.
- Deliver evidence-based policy recommendations that directly inform European and global policymakers on climate change impacts, adaptation strategies, and sustainable development in polar regions.
- Facilitate long-term sustainability by establishing the European Polar Coordination Office (EPCO), ensuring that the coordination efforts initiated by EU-PolarNet 2 continue beyond the project’s duration.

Key Achievements and Main Outcomes
A cornerstone of EU-PolarNet’s impact has been its role in research coordination and prioritisation. The development of the European Polar Research Programme (EPRP) laid the foundation for a strategic framework that defines research priorities and aligns them with both scientific and societal needs. The identification of future research needs was a major milestone, achieved through a rigorous, inclusive process that involved extensive consultation with the research community, policymakers, and stakeholders. This process culminated in the publication of the “European Polar Research Priorities” report, which outlines the key topics that will shape the next decade of polar investigations. To ensure research remained relevant and responsive, EU-PolarNet 2 commissioned service contracts for targeted studies that addressed emerging gaps in polar science and policy.
Stakeholder engagement and societal integration were also central to the project’s mission. EU-PolarNet 2 facilitated numerous transdisciplinary workshops that brought together scientists, policymakers, industry representatives, Indigenous communities, and civil society actors. These events fostered collaboration and enabled a co-design approach to research agendas, ensuring that investigations were aligned with the pressing needs of those most affected by polar environmental changes. The project also developed a comprehensive stakeholder mapping and created an online repository of best practices, serving as valuable resources for researchers and decision-makers alike. Regular policy briefings and dialogues were held in Brussels and at international forums, providing a platform for continuous knowledge exchange between scientists and policymakers, ultimately strengthening evidence-based decision-making.
Another major focus of EU-PolarNet 2 was optimising research infrastructures and data management. The creation of the European Polar Infrastructure Catalogue has provided researchers with detailed information on available facilities and resources, facilitating better planning and cooperation across the scientific community. White papers on data accessibility and infrastructure interoperability have presented strategic recommendations to improve data sharing and to harmonise research efforts across Europe. Pilot studies showcasing collaborative resource-sharing models demonstrated how research infrastructures could be utilized more efficiently and sustainably, setting a precedent for future coordination among European polar research institutions.
Bridging the gap between science and policy has been a defining feature of EU-PolarNet. The establishment of the Policy Advisory Board (PAB) ensured that research outputs directly informed policy discussions, enabling timely and actionable recommendations for European and global decision-makers. Through the development of comprehensive communication strategies, including dynamic online platforms, publications, and high-profile events, the project successfully amplified the visibility of polar research. EU-PolarNet also systematically evaluated its impact on policy, ensuring that its contributions were not only recognised but also effectively integrated into governance structures at national and international levels.

Legacy and Future Outlook
As EU-PolarNet concludes, its long-lasting impact is solidified through several enduring contributions. The establishment of the European Polar Coordination Office (EPCO) represents one of the most significant outcomes, ensuring that European polar research will continue to be well-coordinated, strategically planned, and internationally competitive. The EPCO will act as a hub for research cooperation, fostering long-term collaboration between European institutions, funding bodies, and international partners.
Another notable legacy of the project is the Catalyst Platform, a digital tool designed to enhance coordination, streamline information exchange, and foster engagement across the European polar research community. This platform stands as a testament to EU-PolarNet’s commitment to creating innovative solutions that address complex challenges in polar research. Additionally, the publication of a white paper featuring 80 actionable policy-level recommendations has provided a comprehensive roadmap for enhancing international collaboration in polar observations, guiding future research and policy initiatives for years to come.
EU-PolarNet has significantly advanced European polar research through strategic coordination, inclusive stakeholder engagement, optimisation of research infrastructures, and impactful policy advice. Its legacy, carried forward by the EPCO and other initiatives, ensures that Europe remains at the forefront of addressing the pressing challenges and opportunities presented by the Polar Regions. The groundwork laid by this project will continue to inform European and international polar strategies, ensuring that scientific research remains aligned with societal and environmental needs in an era of rapid climate change.
